A Bill
entitled
An Ordinance for the further security of the residents of the Colony from personal violence and to inflict corporal punishment on persons returning from banishment.
Be it enacted by the Governor of Hongkong with the advice of the Legislative Council thereof as follows:
1. Whenever any male offender is convicted under the powers conferred by Ordinance 16 of 1875 of Larceny or of any offence defined by law, or declared to be, "simple Larceny" and that the said offence in the opinion of the convicting Magistrate does not warrant the infliction of any longer imprisonment than 14 days without hard labour, the convicting Magistrate may sentence the offender to be once privately whipped with any number of strokes not exceeding 12

offence decired by law, or declared to be, "simple Larceny
and that the said
offence in the opinion of the convicting - Magistrate does not warrant the infliction of any longer imprisonment than 14 days

with
the convicting Magistrate may sentence the offender to be once privately whipped with any member of strokes not exceeding
